Leadership Team

Javier Torrijos is the co-chair of the Governor’s Advisory Council on English Learners  and recently retired from his position as assistant director of construction for the Delaware Department of Transportation. He has been a champion for strengthening the civic life of the Latino community, revamping funding for English learners, and improving the access to health care for individuals who are not English-proficient. He is a passionate advocate for Delaware’s Latino community and established a Public Policy agenda for the Delaware Hispanic Commission. Education has been identified as a first-priority for providing the necessary tools and resources to effectively prepare the ELL student population.
