At the Eighth Annual Vision Coalition Conference on Education, six dedicated action groups (corresponding to the Six Core Areas found in Student Success 2025) worked together to develop a list of priorities for the next six to 18 months.

The Personalized Learning action group was led by Gary Stockbridge, president of Delmarva Power; Sarah White Hall, vice president for policy and advocacy for the Alliance for Excellent Education; Donna Johnson, executive director of the Delaware State Board of Education; and Michael League, instructional technology specialist for the Indian River School District.
